During the period of restructuring when new independent states were working out the reforms aimed at passing over to market economy the government of Japan decided to help them as they considered training of personnel the key condition of success.
The idea to establish the Japanese Center of Management was put forward by the Minister of Foreign Affairs of Japan in March 1994 during the official visit of the Deputy Prime-Minister to Russia. Thus a number of educational centers were set up in Russia whose aim was to share Japanese experience and knowledge in business management.
As a result on 11th October 1994 the first Japanese center in Moscow was opened in Moscow International Higher Business School MIRBIS (Institute).
